(Update) Level three sex offender won't move to area

According to the Faribault police, James Peter Zylstra changed his mind and will not make Faribault his home.

A level three sex offender has made the Faribault area his home as of July 23.

James Peter Zylstra, 55, has been convicted in 1991 and 2003 of sex crimes, including fourth degree criminal sexual conduct for fondling and exposing himself to a 12-year-old girl, according to the Faribault Police Department.

Police captain Neal Pederson said the Faribault area has 58 registered sex offenders. Three of the 58 are level three offenders, which require public notification.

Pederson said offenders are assigned risk levels by a committee after leaving prison and that there are eight level two offenders in Faribault and another 10 level one offenders. The rest weren’t sent to the state prison system and weren’t assigned a risk level.

The MN DOC website shows 6 level 3 sex offenders in 55021. Are only some of them under the supervision of the FPD?

Some of the L1 and L2 sex offenders can be concerning too. I used to live adjacent to one and made a point to inform the new tenants after I moved since they have kids too.

We currently have six level 3 and 1 coming next month yet Owatonna and Northfield have none. Why so many in Faribault? It appears we are becoming a sanctuary city for these offendors. The more we allow in our city, the higher the odds are that one of our own will become a victim. I for one am fed up with this trend.

Could be the gene pool. Most offenders go someplace familiar and they will need a network of people tolerant of them (friends/family members) to have any hope of functioning.
They have a legal right to be here, not that I like it but I accept the fact that it's the way the law is. Better to be informed than not.
This is becoming so commonplace as to be routine for the city and the FDN. I'm grateful for the information we get but I never freak out over such news. It is what it is.
Having these people here actually validates my own precautions taken with my children that preclude the notification laws or process. Frankly, I think that having a known threat in the midst of the flock actually serves to heighten people's overall awareness of their environment and forces them to be a bit more vigilant with their kids.
Every cloud has a silver lining even when some would suggest a silver bullet. It's simply a reality that we have to deal with. It's been said time and again that at least we know who some of them are, prior to notification laws, there were many more out there that you DIDN'T know about.
I guess I see this as evidence that the process is working... at least a LOT better than the non-system we had before.

So three out of 58 are "level 3". Those 58 are those who were accused, tried, convicted, and did real time in prison. Beyond those we have all those who are not assigned a level because they just got probation, or were never convicted, or who were never caught and accused. The total number of sex offenders in the community is substantially larger than 3 men, or even 58. The science that separates the level 3s from the rest is no better than the "science" that your insurance company uses to predict if you are going to cause a car accident.

Don't freak out about level 3s, freak out about how pervasive and common sex offenses are. I used to run sex offender treatment groups, and in a group of 10 men, 9 would be known to the victim, and often in a relationship with the victim such as an uncle, father/stepfather, neighbor, care worker, etc... Learn to protect yourself and your family from these folks before worrying too much about Faribault becoming a "level 3 haven."

Hate to say it but.....our little town is a welfare town. We've relied on state jobs in this town for so long that people are just waiting to see what the government can do for us next. Faribault survives off the taxpayers of Minnesota and has for many many years. Could it be this mentality that draws such people to our area?

I would have to agree with squirrel. It's the gene pool. I have a very hard time believing sex offenders are running reports and analysis to determine which town in MN has the best welfare program. They come here because they're familiar with the area and have friends/family here.
